Local WiFi network play is still working for DS games as it is Ad Hoc rather than via the internet
There is also PC software that lets you play Ad Hoc / Local Network play over the internet not sure if it supported the DS but I bet someone has done something like that for the DS, sure someone posted something about that a while back
Wouldn't know about emulation though
It's not so much that WiFi does not work at all but more that Nintendo has stopped support for it and any downloads for it
