That is normal for the burning speed and is not an issue, it is more like it was a bad burn or a bad disc image to be honest than a fault with the drive, a bad burn can be cause by memory problems while burning, but often it is just a spec of dust on the CD-R or the laser or a minute scratch or something else on the disc.
Even the best looked after discs and spindles of CD-R's can collect dust and get minor scratches that you may not be able to see by eye
still think it's the PSone rather than anything else though with it being every 9 seconds rather than constant or just at certain points
A bad disc or image would cause it to just mess up at a certain point or even loose the picture quality as it would go like if you lost a bit of signal on a digital channel rather than just every 9 seconds it just has to catch up playing FMV
