I think the important thing to remember is, both players have access to X-Factor, so there's never a time when you're both not on even-footing. (Unless you blow yours randomly for no good reason.)

Even so, even if one player had it, it only makes a difference by the time the game is decided anyways.

True enough. But eh, my point was more it's not something only one player can do and magically win the match with. You can also just completely play a game of keep-away with X-Factor and wait someone out that has it up. It's really not that amazing for anything more than a hyper-combo cancel, or for Sentinel\Dark Phoenix.
