SSF is closed source, therefore it might be based on Mednafen that only runs Saturn and is not multi-system.
Cotton Tribute was the game that had the emu inside. With the old conversion tool for 9.00fw I did a Resident Evil conversion (Saturn version is different to PSX), I used SSF on a spare PC for testing so I could mod the config for the PS4 emu. I can't share the results in this forum as we don't allow PS4 games here. Used PAL Saturn game for conversion in the end, it was less buggy than trying to get the US version running well. The only thing wrong with the result was the options screen is pretty much blank, which doesn't really matter so much as the emu itself has an options menu (via DS4 sensor pad) so you can remap buttons.
