It's not that the government doesn't have a history of using fear as a political tool, it's that there's a significant difference between manipulating established fears (for example, the GOPs use of anti-Castro propaganda in areas with significant ex-pat cuban populations), manipulating events as they happen or narrowly afterwards (anti-iraq misinformation during the first gulf war) and actually creating significant events from scratch.
The US does the first two quite often (as do most governments. It's a powerful tool for galvanising public opinion), but there's no evidence that they've done the third since the Gulf of Tonkin incident.

That site is pretty worthless from an academic perspective. Lots of assertions and claims, no citations or attempts to support those assertions.

None of which are referenced to what you're saying in the main document and half of which are secondhand sources that themselves don't cite their info. I can't tell which ones are supposed to support which assertions
Not to mention how many of them are from rather dubious sources (hint: Infowars and Worldnetdaily have well-deserved poor reputations for accuracy).
