Small clubs who can't afford DJ's/live music, get pushed out.
The fee is based on per capita, your place holds 1000 people, yet low sales you only get 300 people, the club is running at a loss, so Thursday/Friday/Monday/Tuesday nite wont be open, meaning the people that work those nights becuase they are at Uni or what not wont be earning money.
