That's minimum.
Recommended is a 3GHz P4 or equivilent, a gig of ram, and a 512MB DX9 video card. plus 2.4 GB hard drive space.

Been there, don't trust it. It said my PC can't run Doom 3, yet it ran it on medium settings with no problems. Then went on to say that my PC can run FEAR, yet my PC barely ran the game at the absolute lowest settings.
