I got my 4th gen i5 for like 140 bucks (I think) and that's Canadian so maybe cheaper for you if you hunt. And just add a gpu later on. Should just be able to run Fallout 4 with something like that (with a dedicated video card)
One of the faster C2D/Q chips should be fine for a lot of games but Ivy Bridge on up would be a pretty big jump. I'm still using Haswell because I don't have a real need to upgrade. If I see a deal cheap enough I'll grab an upgrade but so far I've had a seller back out and missed my chance on another. Prices creep down in the meantime .
