Most governments are incompetent atm. Mostly they worry about the economy instead of preventing deaths.
I mean if you're going to die do you really care that your country has accumulated more debt?

You pointed out your main problem: you live in a big city.
This and also third worldish countries where millions of people live on top of each other in unsanitary conditions is why the spread can't be stopped.

I heard similar was happening here, in the US, but I don't know if it's continued. Plenty of them are still too dumb to move.
