Xbox One/PS4 everything is the same. Some earlier platforms there are differences but sometimes not.
Eg
some Wii Pal games are 60Hz compatible, it is clearly visible on the back of the cover.
As for the whole 50 vs 60Hz what it boils down to is bad region conversions.
PAL pre HD has a higher resolution which is actually better instead of some extra lower quality frames.
If say, an NES game was built and released by a Euro dev optimised for PAL then obviously any straight NTSC port would be terrible.
It's just that most of those sort of games were built for NTSC and poorly ported over to PAL format, hence why they are "bad".
Look at C64 games. There are loads of PAL games released on tape but I'm not sure all of them got NA release.
Try to play a PAL C64 game on NTSC C64

I believe PAL C64 has more cycles per frame. Some people mod NTSC C64 and swap in the components to turn them into PAL machines
