In the case of large scale fires with multiple starting points it's an indication that you're having a very bad year.
It happens here too, but it isn't just because there are thousands or even hundreds of arsonists.

Edit: I consider unintentionally starting a wildfire arson too, though without motive. The result is the same and so is the property damage and body count. I'd try people starting wildfires for arson in court after I tar and feather them.
Arson is one of the main tactics used in sabotage which is why it's popular during riots. Some things never change, civil unrest and an overwhelming number of saboteur knuckleheads is one of them in the US.
