Yes, but you're limited to 4Gb of RAM. Also, your CPU is limited to 2048 threads which won't make full use of the newer CPU's power; you will still get max 32-bit performance however.

The 32-bit emulator. I suggest using 64-bit emulators if you have more than 4Gb of RAM, fortunately there is ePSXe 64-bit but PCSX2 is still 32-bit...
Newer multicore CPUs exceed 2048 threads and won't benefit from running on a 32-bit OS because of that 32-bit limitation. It's a software limit, not a hardware(CPU) limit.
