ATO cares about a lot of things. They get data from the likes of ebay to track down people that don't declare income, the amount you can make via ebay before you have to declare isn't much at all now really. Pretty much any sort of business requires an ABN, you need to register for that.
And the other legal aspect of bartering is that the police might be looking for stolen goods.
