If it was switched on and still had battery remaining it can't have been there for long. There could be any number of reasons for that. Depending where he found the laptop somebody may have been using their computer outside and had to leave it suddenly.
Regardless I wouldn't just assume it doesn't belong to someone. It may well have even been stolen and dumped. If he can get into the computer he should attempt to track the owner down before he does anything else.

Vendors at my grocery store leave their work laptops and ipads laying around all the time. in fact, I found a stolen pepsi laptop on craigslist once.
