It is possible, but probably depends on what OFW the unit has...maybe you need a particular game too idk. I haven't looked into it for some time so you would need to do some research. I never checked about ps1 on Vita but I'm guessing if PSP CFW works you should be able to use all the same sorts of stuff
Vita definitely is the better handheld (I use a grip kit with mine so it feels more like a normal console controller). I even prefer it over my o3DS XL with circle pad pro.
