That's pretty hard to do now. Not impossible, but just about everything is unlikely to scare most people.
Your other points aren't really valid now. Retro style games are liked by many people but not many want the old restrictions.
Rail shooters in particular aren't that popular anymore, although I didn't mind the RE rail shooters I played on the Wii a few years back.
First time I played RE Revelations I got surprised a few times by some enemies but not scared, there's a difference. But after playing through a few times, and playing heaps of Raid mode you know enemy locations and behaviours.
Spoiler warning:
You REALLY have to play it to get a good understanding of how "good" it is
I own/owned? it, can't find my discs, got them tore to shit loose from a rental store, took a shit loads of buffing to get those perfectly playable, oh well I got them redump and can "enjoy" them in Retroarch.

Alien Isolation is rather tense even on the lowest difficulty. Not a scary game but playing it for the first time you get surprised quite a few times, and become paranoid.
The save system adds to the tension.
It looks and feels like a new game obviously, but if you prefer real survival it might be one of the few games that comes close to what you want
A bloody good game anyway.

You don't need emulators anyway. Most of the "classics" are available for more recent consoles.

THATS RIGHT BITCH!
What other emulators? Not as if other emulators work just fine![]()
All I see is halfassed shitty garbage thats either dead or want you to pay and redirects you to "donating"
HA not paying again and only a fraction of the games are on PSN plus I can't have my games MY WAY.
I know right?

Not to start a flame war but the main reason emu authors I talk to say emulation is needed is, consoles wear out and die.
Which is entirely true, PCs will continue to be around and can emulate the games while consoles croak after a fashion .
