Yeah, nowadays, in particular, I think it's really rare for English dubs to be that bad. The odd Chaos Wars or Arc Rise Fantasia aside, English dubbing work has been pretty consistently good since midway through the PS2 era, as far as I've heard. Unfortunately that rise in quality pretty much coincided with the time that I stopped playing games in English. I suffered through all of the abysmal English dubs of the 90s and early 2000s, and then just as companies started putting more effort into their dubs of Japanese games, I began to move away from playing English dubs. Not the best timing ever. :'D
Haven't played Hearts, but Tales as a series has always toed the line between being endearingly shounen anime and suffocatingly so, and I think that's reflected in the voice work too.Felt the same way about Rebirth as you do about Hearts, really. Though to be fair, in Rebirth's case it actually kind of crossed beyond being so mediocre and generic that it's bad into so mediocre and generic that it's kind of awesome territory. Veigue is simultaneously the best and worst Tales protagonist ever.
And I think you're fit to judge irrespective of whether or not you speak Japanese. Maybe it's difficult unless you speak the language to appreciate specific nuances of a performance and to rate just how good it is, but when a performance is outright bad or phoned in, I think it's pretty obvious regardless of whether or not you speak the language.![]()

Did you know the English dub for Arc Rise was done in Japan? Weird but true. Explains a lot.
And yeah early US dubbing was pretty bad, but it's passable now. Now English va'ing in US/EU games, especially big games, has generally been pretty damn good and for the most part I've had no problems.
I hear ya with Tales. I have a love/hate relationship with the series. It feels like every game is the same shell with slightly different components, if that makes sense. By no means my favourite JRPG series but most of them are playable. I finished Hearts R but it was probably the worst Tales game I've played in terms of just...well everything really.
