That awkward moment when a friend who fucked you over wants to be your friend again. And actually apologizes. Oh Jesus.

Ew stay away from the PS3 version. PC is where it's at

Do not pass go. Do not collect $200

NV beats out 3 for me. Not by a whole lot. But I enjoy the gambling/caravan and for some reason can have fun just exploring the wasteland more in this one. Plus all the faction stuff. I'm not too fond of the DLC for it vs 3 though except maybe the space one. Unfortunately didn't do any modding for 3 but the one custom set of quests I just finished was extremely well done

Tell him you want apology pay. 100 bucks should do nicely

If only! He just lost his job and sold his PS4. So, uh. Yeah there's that.

Sorry but I'm not into scat, you go ahead and enjoy that all to yourself
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
