This page says that XEBRA is known for problems similar to what you noted. I would recommend a different emulator. ePSXe is great, and since I have good results on my Intel Atom 1.6GHz quad core, I suggest you try it.

Here's a link to ePSXe with all BIOS and a large selection of plug ins. It takes a little more configuration than XEBRA, but that means you can make everything look/sound a lot better.

Also, if I read that right and you're emulating DOSbox, and then using DOSBox to emulate XEBRA, that could cause problems. The page I linked earlier suggests that XEBRA will run in Windows or DOS. If you don't want to change to a new emulator, try running XEBRA without of DOSBox.

If that's not the case, DOSBox can have problems on its' own. Some DOS games were designed for the timing of old processors, and a newer, faster processor can have serious problems running them at the right speed. For instance I was not able to run Daggerfall well on a 3.2GHz Dual Core processor.

No I´m not emulating XEBRA in Dosbox but for example when I´m playing Blood on Dosbox is working on 60 FPS but FPS drops very often to the 30-40 FPS and is not good for eyes.

Should run ok on XP 32bit iirc. There's at least one package around that is specifically compiled to run on that OS and includes official/unofficial patches, updates etc.
If it's a more modern OS, that might be the problem.

I suggest you read up on DosBox a bit more on how to set it up and keyboard shortcuts for on the fly settings e.g. increasing/decreasing CPU cycles

Also take a look at the official site and check out the compat list that has settings for individual games and or special instructions if any are required (it's user updated so not all games have extra info)

XEBRA has no real settings asides from the render options so it comes as is just about, it is one of the more accurate emulators far more than ePSXe but at a cost it can run slow and I'm reasonably certain that it does not support 4 cores anyway (that is not to say it will not work with a 4 core CPU it will just not use all the cores, same applies to dos box)
