It's mostly the game's fault. GGPO/Supercade ST is nearly lagless. Plays as well as possible, but because of the nature of 3S, it's not possible that way. CPS3 games are terrible for GGPO/Supercade because no one could ever access the source to differentiate what does and doesn't need to be sent over the network.
