It was a secret achievement titled "Shadowrun Fever" the description simply says "Catch it." To get it, you have to get killed and T-bagged by someone with the achievement. I believe they gave the achievement to pre-orders for Vista players or something to start it.

maybe you could zone him out?
Jago has projectiles (IIRC), so maybe using that, and play Jago-Ryu style against players like that.

Yep, Jago still has the Shoryuken and Hadouken thing. Ah well. The kids gone at least, then I got matched up with people I just could not handle. I'm playing as Spinal for a while now.
