nope the only way to play rom dumps of 3DS games is via an older firmware version 3DS using a 3DS flash kit
The 2DS starts at a firmware version too high for a 3DS flash kit to be able to work on it
I am not sue if the 3DS XL's that are sold new have updated firmware on them or not to start with or not now
Buying second hand though you will not know if the firmware is already updated or not unless you ask in the store or online depending on how you buy it then you still don't know if it can even be updated to the required firmware (not sure if the DS part of the 3DS kit can update the 3DS to the required firmware as doing that via Nintendo just takes you to the latest firmware that just blocks that kit)
Both my 3DS's are too up to date for that kit to work on plus it is still a WIP project with features missing as of yet, it's been hanging at that status for a long time now though...
