From what I can tell this is kind of an international type of eBay in a way. Almost all the listings also have free shipping with tracking information. The company holds all your money in escrow so that if they don't send it you get your money back. They are required to give tracking information to the company(who apparently owns China's yahoo). So, in you are pretty much cutting out the middle men in the situation and buy directly from some farmers or growing companies.
So, I would assume no matter what it comes down to who you buy the product from, the shop I chose had like 15k feedback 97% positive so I decided for 11 dollars for 28 samples of tea why not give it a shot. I'll post here whenever I get it(varies between a lot of things).
Also I heard this from word of mouth from another person who said the samples were pretty good.
