I'm interested in Linguistics, while I don't have a very deep understanding of the subject, I would say it would be extremely complicated to make a near perfect translator. But, I'm just a high school grad who is just starting to research it.

Enough manpower and research would do wonders, but I guess translators who study such non-native languages would be out of business. It's not improbable to have a 50 year study, compilation, and analyzing of well known languages (I say 50 because language is ever-changing) then making a program to analyze and translate this information.
Maybe there are glaring limitations, but this would be a nice thing to get rolling.

You would have to teach it to pick up on different forms of verbs, switching word positioning for long sentences to match the proper grammar, and a whole lot more. If you through enough money on it, it could be improved, but to say it could be perfected, I'm not really all that sure.

Well, seeing as I am from African-American descent, and my parents like reliving their "child free" days through music, I memorized that song by the age of 8.
