Idk, they way I think of it, if they are significantly older while the younger one is younger and under like 20, it's pretty creepy. If one is older like 60-70 and the younger one is 25-35 or something they are probably in the relationship for another reason. I do know that there are "lower" and "upper" minimums. The upper one is when the older person is in a position of power iirc.
But for most average folk it's just the lower one you have to worry about.
