The emulator-zone says fwnes is for DOS.

Moved to Everything Emulation, Everything Console is for real consoles issues or emulation on a console
There is nothing that can't run in Windows 7 if you know how
DosBox may help if this is a Dos App
I use Oracle VM VirtualBox for alot of older apps with Windows XP installed to it, you can also use Virtual PC that comes with Windows XP anyway but that is only for Premium & Enterprise Windows 7 users (I think it's prem and enterprise versions, it's not available for Home basic users though), you can get that free from Microsoft
Save States unfortionatly can't be imported to other emulators usually because they don't just store the game state but also the emulators state
