I got $2 back from DigiKey.
They quoted me $2.9 in shipping and apparently packed a cold-pak in the box which weighs 1lb! Without telling me, they charged me priority shipping on a 1lb item.

If the supplier states special shipping arrangements, then you should let the consumer know too.
