It's alright. There's definitely a great game in there somewhere.
I just wish someone bothered to finish it before it hit retail. It feels like 1/3 to 1/2 of a game. Big chunks are clearly missing. There's clearly a second and third act that's supposed to be there that isn't. Considering the history of this thing, I can kinda see that's what happened here. They just threw whatever missions they had together, finished up a couple more for good measure, and called it a game. The balance feels more than a little off (where the Triad Exp sidequests at?) and there's plenty of hints at more content that wound up on the cutting room floor. And that skill tree needed serious work and more fleshing out.
You spend the bulk of the game getting to the top while doing varied missions and resolving different plots (some of which felt rushed and shortened themselves) and- that's pretty much when the game stops bothering. Do this, do that, someone dies, obvious stake raising, endboss fight, enjoy your victory, disregard the dangling plot threads.
Hopefully it sold enough to see the TC series continue. I always sorta-kinda liked them. They're definitely no GTA or anything but they have a decent enough thing going. Makes for a good mid-level sandbox game.
Plus there's something to be said about a game that pretty much says "fuck game balance and fuck all this "duck and cover" bullshit, you're an invincible supercop. Now go punch that guy's face in then clear the entire fucking room with your overpowered bullshit guns in slow motion".
