It started development like 4 years ago. Dev kits for next gen weren't going around then. They also probably didn't expect it'd take this long to get out (it's been delayed a few times). Plus this way they can have the highest possible potential sales, because it's not super likely everyone is going to shell out for next gen right off the bat, but having a current gen system is pretty much everywhere if you still care about games. T2 and R* would likely want the largest possible sales pool because, despite being pretty well off financially, they can't handle the sort of extreme underperformance that Square and Capcom can weather without breaking a sweat. If GTA5 massively undersells it could pretty much end both companies. Putting it on the consoles people have instead of blueballing them the way Versus/15 likely will could really backfire. And they can't take that sort of risk.
All GTAs got PC releases. This one is going to get one sooner or later as well.
It won't require very high specs unless it's a shitty port. A half decent laptop vastly outpowers current gen consoles. Even factoring for OS overhead and the like, running GTA5 semi-decently isn't that hard. Also, mods. Glorious mods. GTAIV mods. So good.

I find the problem with many GTA style games is that they usually drag on too long. Of course I'm an RPG fan and many of those also have the same problem (Tales of games in particular) so I guess it comes down to what style of gameplay you like.
As for games with a good length, I feel like the Uncharted and Yakuza games are good examples. Though Yakuza will drag if you are going for 100% completion, at least I can do everything in one playthrough if I wanted to (didn't feel like 100%ing Yakuza 2, I finished somewhere around 80%).

I believe fond enjoyment of the main story, and immersive game-play keeps players coming back to basically sandbox games or RPG games.
Buuuuuuttt.....there's only so much you can do before the game becomes tedious and repetitive. I wonder how will the game industry fare in a decade.
