If you're broke get a cheap ass java phone for under $50. I could pretty much do the same I do with my android phone right now as I could with my previous "dumb phone." except emulators. But that shouldn't be high on your priorities.
(btw I did have nes and gameboy emualtors on my j2me dumb phone, they didn't work fantastic, but they're better than nothing. besides I got my dumb phone 5 years ago for $80, now you can get ones with way better processors for $50 so they might work better on yours if you do get a dumb phone
