Nope. Gonna do it the next time I come across them for the Genji equipment though, the rooftop is too much of a pain because of the sloping/height differences in order to steal most of the time. And they all run away if one becomes terminal, way to hard at that point to leave them all untouched while attempting to steal. Not to mention tying to keep Rafa alive the whole time.

I did win the fight in one turn though, used Ramza with 2 swords on Elmdor, first hit got critical and the next was normal and that's it fight done.

Seems like Mediators have stat buff abilities and iirc for every 4 points you boost a stat, you get 1 point permanently. I just can't remember if they had speed boost, but I know there was a counter -> speed up... Takes a lot of work to get, especially by that point.
