I believe you're thinking of the States.

Age of consent laws in Canada are 16 unless being exploited (prostitution, stripping, pornography, authority figure such as teacher or coach, etc). There is a 5 year "peer group" grace period allowed for 14/15 year olds -- ie, a 14 year old can sleep with up to a 19 year old, and a 15 year old can sleep with up to a 20 year old. I believe there is also a 2 year grace period for 12/13. Anything after 16 years old, provided that there is no exploitation and no authority position, is perfectly legal as far as I am aware.

It does become a bit of a mess when you take in the "authority figure" clause, though.
