The wacko smiley is an EP tradition. Sort of. Some of us even use it when talking to each other on Facebook.

(If you really need an explanation it's basically the universally accepted "I'm not 100% serious when I type this" smiley of EP.)

Weird, still, and seems a bit 'flimsy', if you follow my meaning.

IE: "Screw YOU, Tom, you SUCK you rat bastard!!" (see? i'm just k-i-d-d-i-n-g, dear Tom, as indicated by my 'wacky' face!) Uhhhhh....yeah....

I liken it to teenagers using "lol" all the time. It usually indicates that we're not serious about what we're saying, because tone of voice can be difficult to convey via text, or that we're being sarcastic, or something along those lines.

"Screw you, Tom, you suck!" can come off as "wow, that Tom guy is a fucking douche," or it can come off as a more sarcastic statement between friends, like the kind of hateful joking that some people do. "You realize that you're not supposed to eat the plastic, right buddy?" "Yeah, well... screw you, Tom."

I basically use it as an indicator that what I'm saying is a joke/not intended to be taken seriously.

"Inferno, you're a douche." has a completely different connotation than "Inferno, you're a douche. Lol." does, which feels just slightly different from "Inferno, you're a douche. " The way I read posts, the first one can be taken seriously, but the second two read more like joking between friends.
