Under UK health and safety laws, employers have to provide (free of charge) safety equipment, clothing etc, including safety shoes/boots. Don't know how it works in the US.

Dunno about it being a law here, but many employers provide that stuff here.
And if you work for yourself you can claim deductions for such things as work related expenses come tax time.

Work-related clothing, laundry and dry-cleaning expenses
You can claim a deduction for the expense of buying and cleaning work clothing that is not everyday clothing, such as compulsory work uniforms and protective work clothing and footwear.

Also:

Cost of managing tax affairs
You are entitled to deductions for the expenses of managing your tax affairs, including payments to recognised tax advisers and the cost of tax reference material and travel to obtain tax advice.
