In both cases discussing certain things will draw the attention of the state.

Many Americans like to think China is really terrible, but plenty of people get away with stuff there.

That's kinda what I meant...plus the population size of China needs to be taken into account.

America has moved from vast freedoms to some restrictions, and China had massive restrictions and now you can kind of get away with some stuff. Also depends on who you know (probably in both countries).
The internet restrictions aren't a serious issue for many people in China...you can get around that stuff.
