It was a separate subforum first introduced a couple of years ago. Problematic members are put in there so they can only see and post in the Daycare Center until their time is up. It's kinda like a "time out" period for members who can't behave, but it's not as harsh as an actual temp ban.
I'd rather just eat the temp ban.

That wouldn't make sense, since the entire point of the Daycare is (I think) to isolate people starting trouble in the Hangout.
