You don't have things figured out at 13, but you think you do. As I said, you already have your own world view, and a lot would have to happen to change it. Think on this: imagine you're 13 and you've decided that you're going to get drunk with your friends tonight. What happens if you tell your stepmother and she says that you can't? From now on, you just won't tell your stepmother. If she asks, you lie. "We're just gonna play some Halo til 4 AM." Yes, at 13, you are that set in your beliefs about what's right and wrong.
I don't really understand your TV shows point. Yes, there are some pretty terrible shows on television. Regardless of whether they're terrible or not, they help form her world view if watches them. But if she's watching the kinds of shows that make her think sex and alcohol are okay, then that's on you and/or your parents. Even if you aren't going to watch her and make sure she doesn't watch inappropriate shows, you can set parental controls on the cable/satellite box.
Have you tried talking to your father about it? I know it's a little bit hard to say "DAD, YOUR NEW WIFE IS A TERRIBLE FUCKING PERSON AND SHE'S RUINING YOUR DAUGHTER'S LIFE," but sometimes people need to hear hard truths. If that fails and you think her home life is steering her in the wrong direction, then by all means contact a social worker. If things are as bad as you say, I sincerely doubt that they would disagree. As I said before, you could probably get emancipated and live alone at 16, but she'd definitely have to go to foster care. You probably could as well to stay with her, but I don't know as I'd rather not mess with that.
