Eh, if you could show that it's a terrible situation, you could get emancipated at 16. You could probably get your siblings put in foster care as well. Of course, it would be an absolutely terrible idea to tear your family apart just because you disagree with how your stepmother is "raising" your teenaged sister.
I'm assuming by "new" wife, we mean literally new, like less than a year since marriage? Really, your sister is 13. She's already got a pretty solid world view of her own, without any help from your stepmother. If she thinks that sex and alcohol at 13 are okay, that's a sign of problems that have been around much longer than your stepmother.
Completely unrelated, but I just finished reading Xenocide. What a fucking depressing ending. I mean, sure, things are going great for the good guys... but the last chapter is so depressing.

Thing is my sister never goes to anyone for advise. And you don't have things figured out at 13. No way. Especially with all the T.V shows that are getting air time these days.

Related: my step-brother had the cops called on him for yelling at his kids in public (I lol'd, also he deserves this. Oh and until I read the police report I don't have the full story here because I can't believe anything he says and his ex-wife is a flake on a vendetta.) and now has a court appointment like 10 days before he deploys for a year. Definitely going if only to make him uncomfortable.
