What firmware is your PS3 on? If you're on 3.60 or higher, you'll need a hardware to downgrade and it's expensive. To answer the other question, Cobra will enable you to play PSOne, PS2 (I think), and PSP games.

If you buy new you will. You can play PS3 games but, you'll be limited to games requiring lower than 3.60 firmware. You'll also need to find the patched EBOOTs for them.

I think? I don't own a Cobra so I'm not sure on the specifics.

It doesn't matter how you can play them as long as you can play them.

As I recall, PS2 support is there for slims but, it's piss compatibility and the games run slow. You're better off playing PS2 games on your PS2 unless you're planning on getting a launch model PS3. Even if you did get a fat, you wouldn't be able to transfer your saves over without the PS2 memory card adapter.
