No offense but neo rage X is garbage compared to Final Burn Alpha, all games from edgeemu.net should run just fine in the latest release of FBA, Supercade and GGPO use FBA as their base emulators.
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
