How Jill managed to survive this long is beyond me.

This is a woman who comes back home to see that the outbreak has spread to Raccoon City. She knew this was coming and had MONTHS to prepare. She enters her apartment, looks around, looks at her perfectly reasonable uniform that provides some level of protection, looked at what was likely a closet full of logical attire and spare STARS uniforms. And suddenly thought to herself "you know what would make sense? Fighting zombies dressed like a cheap hooker". And then, just to really drive this home, no more than a few minutes into the game she walks into a police station filled with kevlar vests, full sized RCPD outfits, and yet more STARS uniforms. None of which she gives any thought to putting on in an attempt to cover those extremely exposed bite zones. Which, coincidentally, are also a great way for skin based transmission of a bloodborne virus.
