Yeah, Fallout 3 was developed by Bethesda's in-house development team. Whereas New Vegas was developed by Obsidian Entertainment. Which is made up of former Black Isle employees. That probably had a large hand in making it feel a bit more like the old-school Fallout games.
Post apocalyptic Washington D.C. is a better setting than Las Vegas. I've been to Las Vegas, it's neat and all where the casinos are but I prefer Washington D.C. as an apocalypticized nuclear wasteland.
