No, the world was dark and Green, also, for as far as I can remember, the topdown view was somewhat higher than this wich made the cars look a bit smaller. Also, if im correct, there was no horizon, the camera was to high-ish for that

That sounds quite a bit like the Vigilante 8 series. Even if it's not the one you're looking for, if you have not played it, absolutely give it a shot. You'll love it. I know I do

Twisted Metal and Vigilante 8 are the first things that come to my mind when I hear "Car Combat". But unfortunately Vigilante 8 didn't have a top down perspective and it was never released for the PC.
