I've tried 3 different ones. Each time the only choices for upgrading are: Heater Shield+7, Heater Shield.

Yeah, you're talking to the wrong blacksmith. Boldwin will only do really basic upgrades. You have to find Ed in Stonefang Tunnel. He's the one that will let you upgrade with all of the different stones, as well as demon's souls.

He only does hardstone, clearstone, and sharpstone. All other stones have to be done by Ed in 2-1.
