I bought my Arctic thermal paste at Radio Shack for like $3. What does the 'kit' contain to make it so much?

It comes with the arctic clean as well, but some of the $13 is shipping. I wanted to just order all of it online, as opposed to going to several places and buying locally. There's only one Radio Shack somewhat close and it's a shitty one in the mall.

I guess I could look around and price-check that Dewalt Heatgun locally as well. Although that one was 53% off on Amazon.
