If by "music" you mean gameplay, I Have to go with any or all of the games from the DJ Max series for the psp! They also have really good songs in them depending on what you're into.
Soundtrack-wise, I Wholeheartedly agree with you for the golden sun games!!! I love golden sun!!! Best RPG in my opinion for the GBA!
As every thread of gold is valuable, so is every moment of time.

I'm definitely with you on Golden Sun 1&2 (Except I think Lost Age had a far superior soundtrack than Golden Sun 1). The soundtracks of those games were absolutely astounding.

I would put those on my list as well, but some of my other favorite video games soundtracks are:
    Chrono Trigger
Megaman X1-3 (X3 being my favorite, but I just have to include the first two)
    Dragon Quest 8
    Super Metroid
Tales of Phantasia (ORIGINAL SNES. The remakes for both playstation and GBA's music is subpar compared to the original SNES soundtrack)
Final Fantasy 6 (My favorite FF game, and my favorite FF soundtrack)

Just to name a few of my favorites of games I've played.

So you are talking about the game's soundtrack? I'd give props to Chrono Cross for it's uniqueness. Some other great ones would be Legend of Zelda Wind Waker, Mario Galaxy, and the Persona series.

I don't know about anyone else, but I really liked Pokemon Black and White's soundtrack. It's much less whimsical and crazy compared to Diamond and Pearl, but it still keeps with traditional Pokemon sound... While also making it totally different. I love it! X3

I also liked the music in Meteos and Advance Wars, while I'm on DS games.

HOWEVER, I'm a big music/rhythm game player, so I now must list my favorite rhythm games!
Elite Beat Agents (and the Ouendan games)
Dance Dance Revolution (It's a good way to lose weight if you do it every day. Kinda.)
Rock Band (Of course, this had to come up sometime in this topic, right? It's especially awesome since you can download so many new tracks with RB3. They'll never need a RB4! XD Especially since they already killed off guitar hero...)

Surprisingly enough for me, that's all I can list right now... I didn't really like Rhythm Heaven. Not because I'm a hater, it just seemed a little... hard, I guess? Couldn't tell ya why it didn't appeal to me that much. :p

Chrono Trigger comes to mind very quickly, as do Final Fantasy VI, VII, and IX. But, frankly, the list goes on and on and on.
The Sonic series has had some fantastic music as well. Sonic 3D, while a mediocre game, had some FANTASTIC music (in the Mega Drive/Genesis version, that is).
Golden Sun, as mentioned earlier, also had a great score.
I'd also like to nominate Breath of Fire III for having some great tracks.
Dark Chronicle (Dark Cloud 2 in the US, I believe) also had some brilliant pieces.
Hell, even the Mario RPG's had some fantastic pieces.
Also, while we're on the list of Square's RPGs - Kingdom Hearts also wins many points.

Well, that was lengthier than expected. Whoo, I posted again.

misleading title... should be something like "best music in games" or "best games for music"

your title makes people think guitar hero and rockband rhythm games

I was thinking, Rhapsody: The Musical Adventure, when i read the title. As for Best Music in a Game (that people haven't mentioned), I'd say:
    Spoiler warning:

OMG. How could I forget TWEWY and SSBB!? They certainly do have some of the best music!

I've seen some people mentioning these, but... Actually, Super Mario RPG for the SNES had the same musical composer as Kingdom Hearts (Yoko Shimomura). You can totally see the similarities in a lot of the tracks.

I liked the soundtrack of Paper Mario: The Thousand Year Door. A lot of the songs sound like they could be on Advance Wars. It wouldn't surprise me if it was the same composer since both games are made by Intelligent Systems.

Just a little tidbit before I leave: Both Pokemon Stadium (one AND two) and Pikmin (likewise, one AND two) had the same musical composer : Hajime Wakai.
