    They could, but they'd only be able to put their first party titles on there. And only the ones they still have the rights to (they lost Crash Bandicoot, for instance).

    And a lot of Sony's FP PS1 titles were terrible.

    In summary, they could, but it'd be a bad idea.

    Now other developers, they aren't doing it because they don't want to/don't see the money in it/prefer milking PSN cash.
