    The problem with repeat/variable statements is a matter of numbers. If you're going to make NPCs all repeat the same lame phrases, MAKE A LOT OF NPCs. If your village has 200 people in it with 200 set lines total, the player doesn't notice the issue as much because there's less of a chance of them encountering the same NPC repeatedly.

    That'd be correct.

    At least by then they can flesh out the characters and their playstyles for a 4 player co-op game.

    Yeah, that does seem a bit stupid. It's been a few centuries since the nuclear war, surely someone can make a car. Or build some kind of robotic horse. Or fashion a car.

    It's not like that stuff's unheard of in Fallout.
    I'd have thought the game would've given you a motorbike actually, more likely to get over all the rubble etc.

    Graphical limitations? From the trailers, ES V looked like it had a fair amount of NPCs.

    Isn't Bethesda making RAGE? If so, why can't they make a game that takes place in a city?

    Mass Effect seems to do just fine with lots of NPCs, even with ALL of the lines being spoken.

    They're only publishing (IE, making and shipping the discs/cases). iD is doing the development (see: all the real work).
