You can. Tiers tend to be nonesense that generally boils down to which character is statistically more likely to win. And that often goes into which character the best players gravitate towards. It's rarely a case where the character is outright better than the others.

Unless capcom is involved, in which case the top tier character is the one who still hasn't had the infinite patched out.

I kind of like Tsubaki the best in terms of character design. There are others that seem much more beginner friendly though.

In any case, one of these days I'll try to practice. Maybe sooner rather than later, since I'm growing bored of GTA again and I haven't the funds to pick up anything new.
