Play around with the monitor refresh rate in Windows if you can, that usually solves the flickering. Constant freezing suggests driver issues though. Which version of Windows? Computer specs? There's a whole bunch of stuff that could be causing problems.
Nah, I have a laptop and a desktop, but while it's not really the same reasoning, if you leave it alone for about 30 minutes+ it will freeze when you try to move about the desktop. It's usually solved by a ctrl+alt+delete after about a minute of waiting, but that only works 3 out of 4 times. I have to constantly turn sleep on and off just to avoid the problem, which means leaving it alone to download stuff is a bad idea.
Faulty hardware?
A beta OS by Google. I only have it because I got a Cr-48 from Google to test it. It's nowhere close to done, but the main function is only the browser, basically removing anything and everything not associated with the browser. It's quick to boot up and easy to use, and while it's a good idea in theory, it lacks everything people want.

That's only the very basic premise, though. It's basically a pretty dark "battle of wits" kind of show with the main character's life on the line. And it gets progressively more fucked up towards the end. Think of Battle Royale, except with gambling and other illegal games. Lots of drama, cool twists and backstabbing.The art style is something you'll have to get used to, though.
